When you look for Yemeni residents in Europe's official statistics, the first thing you notice is not the numbers. It is where the numbers stop. One country publishes a count and the next leaves the same box empty. A community that is carefully recorded at national level disappears the moment you zoom into a city. A category that is full in one state cannot exist at all in another.
It would be easy to read these blanks as sloppiness, or as data that simply has not arrived yet. Usually they are neither. A gap in official data is rarely random. It is a record of how a state has decided to count the people inside its borders — which questions it asks, at what size a group becomes visible, and which categories its law even allows. Read that way, the missing data tells its own story about how Europe sees Yemenis. This article describes that story, and only that. It is about recording practice — how states keep their books — not about whether any country's asylum decisions are right or wrong.
Two questions, and the countries that answer only one
Start with the simplest case: how many Yemenis live in a country. It sounds like one question. It is at least two, and they do not give the same answer.
One question is how many residents hold Yemeni citizenship. The other is how many were born in Yemen. These come apart the moment anyone naturalises: a Yemeni who takes Dutch or Swedish nationality drops out of the citizenship count but stays in the born-in-Yemen count. Sweden shows the gap plainly — 1,651 residents held Yemeni citizenship on 1 January 2025, while 3,333 had been born in Yemen. Roughly half the Yemen-born population there now carries another passport. The two figures answer different questions and can never simply be added together.
Most countries that publish a population figure at all publish both of these lenses. Of the 46 countries in the dataset, 19 do exactly that at 1 January 2025, the reference date for every count in this section. What is striking is how few do anything else. Only two — Germany and Ireland — publish the citizenship figure while leaving country of birth blank. None publishes country of birth while leaving citizenship blank. And the largest group of all, 25 of the 46 countries, publishes neither — no resident count of Yemenis by either measure.
So there is no neat symmetry here, no country that mirrors Germany from the other side. Germany is simply an outlier: one of only two states in the whole set that record Yemenis through a single lens rather than two. The far bigger fact is the silence — more than half the countries covered publish no Yemeni resident figure at all. Whatever else the data shows, its dominant feature is absence.

Two lenses are possible — Yemeni citizenship and born in Yemen. Most countries that publish anything publish both; the largest group publishes neither. Counted at one reference date, 1 January 2025.

Seeing the case, but not the community
Some of those silent states are not distant or marginal. France, Spain, Greece, Poland and the United Kingdom all decide Yemeni asylum cases — the applications and the rulings on them appear in the European figures for each country. Yet at 1 January 2025 none of the five publishes a resident-population figure for Yemenis at all.
The people are clearly present: the state is processing their claims. But they do not appear as a standing community in the population tables. Why the figure is absent, the data does not say — these cells carry the same neutral "not published" marker as any other gap, with no stated reason attached. What can be said, and only this, is the shape of it: a Yemeni in Madrid or Warsaw is visible to the system as a case moving through the asylum procedure, and absent from it as a resident once that procedure ends. The state records the file, not the neighbour.
Visible as a country, invisible as a city
The Netherlands is the clearest example that the same community can be counted and uncounted at once.
Nationally, the Dutch picture is unusually full. Statistics Netherlands (CBS) records 12,494 residents with a Yemeni background on 1 January 2026 — people born in Yemen, or with a parent born in Yemen. Eurostat's two narrower lenses for the Netherlands, measured a year earlier, on 1 January 2025, put the Yemeni-citizenship population at 10,191 and the Yemen-born population at 9,274. Different measures, different reference dates, all correct — and worth keeping straight, because the surest way to misread this data is to line up numbers that count different things or different years.
What the Netherlands does not publish is any figure for how many Yemeni residents live in Rotterdam, or in the wider Rijnmond region. Here, unusually, the reason is documented: CBS releases regional breakdowns by background only for groups above roughly 20,000 residents in that region, and the Yemeni-background population is below that line everywhere in the country. So it exists in the national total and is never printed at the level of a city or a district.
For an organisation based in Rotterdam, this is the single most consequential gap in the whole dataset. The community is fully real, fully present, and locally uncounted — visible to the nation, invisible to the municipality that actually delivers services to it.
A blank that is not a gap
Not every empty box is a missing number. Some are empty because the thing being counted cannot exist there.
Europe's asylum statistics record positive decisions in three types: refugee status, subsidiary protection, and "humanitarian status". For seven countries — Belgium, Bulgaria, France, Latvia, Luxembourg, Portugal and Slovenia — the humanitarian-status column is permanently blank, for Yemenis and for everyone else. Eurostat marks these cells with a specific code meaning "data cannot exist", which is held separately in Tharan's dataset from an ordinary missing value. The reason is legal architecture: these states grant protection through refugee status and subsidiary protection, and their law contains no separate "humanitarian" category, so there is nothing to count.
This blank is the opposite of the others. It is not information withheld, nor a group too small to name. It is a fact about the shape of a country's protection law, written into the statistics as an absence. Reading it as "zero Yemenis", or as data that ought to arrive, would simply be wrong.
Two further countries show a subtler version of the same thing, worth setting apart from the seven. In Croatia the humanitarian column is marked "cannot exist" only from 2012, and in Cyprus only from 2015 — and not before. Cyprus even recorded a small number of humanitarian-status grants earlier, five in 2012, before the category vanishes from its statistics. Here the blank is not a category that never existed but one that existed and then stopped. The data records that it changed, not why — and that is arguably the more telling finding, because it shows that even "cannot exist" is not always permanent. A protection category can appear and disappear from a state's books, and the statistics carry the trace.
Resident, but outside the count of arrivals
Finally, the largest Yemeni population in the entire dataset sits almost entirely outside its asylum figures.
Türkiye records 14,748 Yemeni citizens and 16,649 residents born in Yemen on 1 January 2025 — more than any European Union state. But it reports no Yemeni asylum applications, decisions or appeals into the European system at all. It appears in the population tables and is absent from the flow tables, because it counts Yemenis as residents within one statistical framework while the European arrivals data belongs to another. The gap marks the boundary of a reporting system — not an absence of people.
What to do with a gap
None of these gaps is an accident, and none is a scandal. Each is an ordinary decision about record-keeping. But for an institution the practical point is the useful one: most of these gaps are not permanent. They persist largely because nobody has asked to close them.
Several can be closed by asking.
- The Rotterdam figure is obtainable. CBS produces custom tables (maatwerk) on request, below the 20,000 publication threshold. A municipality or organisation that needs a local Yemeni figure can commission one — a concrete step, not a complaint. Small-number confidentiality rules will still apply, so expect rounded bands rather than an exact count.
- National statistics offices publish more than reaches Eurostat. Where a country's Yemeni population figure is missing from the European tables, it can often be requested directly from the national office — INSEE in France, INE in Spain, ELSTAT in Greece — which may hold or compile it even where Eurostat shows a blank.
- And where a figure genuinely cannot exist, as with humanitarian status in those seven states, knowing that is itself operational. It stops a team waiting for data that will never come, and points them to the categories that do exist.
The habit underneath all of this is simple: never treat a blank as a zero, and never guess why it is blank — find the rule, or say the reason is not known. An institution that knows which gaps are closeable, and how, can close them, and can plan around the ones it cannot. That is why Tharan assembles the evidence baseline these scattered sources do not, on their own, provide — so that the people delivering services have a clear-eyed picture to work from.
